Chuck - sounds like you are referring to lean manufacturing principles and the Theory of Constraints. I.e. the idea throughput and matching it to demand with a sense of turnaround. That is to say on-demand computing without bottlenecks (i.e. approval cycles, limit to scale, configuration, deployment etc.) is matched to demand allowing ideas (raw material) to be turned into value (product) quickly. The reverse is true too: when that demand drops so does throughput.

However, there's usually a *huge* gap between the practice of these disciplines in the manufacturing world, and the enterprise IT world.

If you're in manufacturing, and you don't have a good grip on your end product cost structures, you're usually toast. Not always the case for many enterprise IT organizations!
